Leh: With an objective to accomplish the mission of making Ladakh one of the cleanest destinations in the world, the administration has completely bans littering, spitting, open defection and burning of waste in public places.

Moreover, the administration has also announced hefty fines for the violators.
Sources informed Indus Dispatch, the administration issued these directions in compliance to Municipal Solid Wastes (Management and Handling) Rules 2016, Hazardous and other wastes (Management and Transboundary Movement) Rules, 2016, Swachh Bharat Mission (Urban & Rural) Guidelines, 2014 and as per the National Green Tribunal Orders issued from time-to-time.
“To accomplish our mission to make Ladakh one of the cleanest destinations in the world and to achieve the greater objectives of Swachh Bharat Mission, the Municipal Committee of Leh notifies the several prohibition, with immediate effect, and these prohibitions will remain in force until further notification,” an official told Indus Dispatch.

He added that the no person will be allowed to throw or deposit any litter such as carry bag, packets, wrappers, cigarette buts, bio-medical wastes including face masks etc in any public or vacant private land except in authorized public or private litter receptacles.
“No person will be allowed to upon any street, road, sidewalk, playground, garden other public/private places from any vehicle either moving or parked. All persons, including children, are being advised to carry own container to keep the trash and dispose it only at designated places or at home waste bins,” he said.
He added,” If anyone found violating this Notification, will be liable to pay penalty of Rs.1000 for each incidence of violation.”
He informed that no person will allowed to spit any pan, gutkha, tobacco, chewing gum etc. in any occupied, unoccupied public or open place. “If anyone found violating this Notification, will be liable to pay penalty of Rs 500 for each incidence of violation,” he said.

He said that if anyone found defecating in public places except in such public facilities or conveniences specifically provided for these purposes, will be liable to pay penalty of Rs.1000 for each incidence of violation.
“There will be complete prohibition on open burning of waste (including but not limited to plastic, polythene, flex boards, thermocol, rubber, tyres, cloths, agriculture wastes etc.) in any public or unoccupied private places.
“Violators, any person or body responsible for such burning, shall be liable to pay environmental compensation of Rs 5,000 in case of simple burning, while Rs 25,000 in case of bulk waste burning,” he added.
