LG R K Mathur to lead panel for implementation of online HRM software in Ladakh

Leh: The Lieutenant Governor of Ladakh, R K Mathur would lead Uinon Territory Level Steering Committee comprising of nine members for the implementation of online Human Resource Management (HRM) software- ‘Digital NIC’.

The government on Tuesday constituted two panels for implementation of the programme in a mission mode.

The committee headed by LG R K Mathur has been mandated to approve the overall draft proposal and finalise the modalities/framework for the transition of the first phase of e-service mode of Digital NIC.

The committee will ensure convergence of action and review the progress of onboarding to various modules such as leave/tour/ LTC, Medical allowance, vigilance and Disciplinary, IPR&PAR management, E-service book, biometric attendance etc and their customisation for UT Ladakh in the first phase.

The committee will also devise a plan for roll out of Digital NIC in vertically oriented fashion that is department-wise in GAD, Housing and Urban Development Department, Estates, Hospitality and protocol departments after factoring in all issues such as organisational structure, reporting structure (employees) designation hierarchy and work of modules etc.

The panel also mandated to take up any other matter relevant for early implementation of full online HRM system for all employees based on the NIC-Digital portal in consultation with NIC, New Delhi.

The panel also asked to meet frequently interval as per the decision of the chairman and finalise the timeline for implementation of the first phase of onboard to digital NIC.

The Uinon Territory Level Steering Committee may co-opt members from any government department organisation experts in the field to participate in its deliberations.

The other members include Administrative Secretary, General Administration Department, Administrative Secretary IT Department, Deputy Commissioner/ CEO LAHDCs Leh & Kargil, Additional Secretary Finance Department,  Punchok Paldan Scientist E, District informatics officer, Ladakh, Under Secretary/Deputy secretary GAD, Rupayan Dutta  Team Leader cum HR Expert and Amit IT consultant, IT Department.

Similarly, the technical committee headed by Administrative Secretary General Administration Department will coordinate all administrative and technical-related assignments for speedy transition to first phase of e-service mode digital NIC .

The committee will deliberate on all such issues related to hosting space server for UT Ladakh, PFMS/EIS integration, biometric attendance integration e-sign &e-office integration and digitization of old records.

The other members of technical committee included Additional Secretary Finance Department, Abdul Majid Deputy Secretary, Musharraf Ali, Deputy Secretary, Punchok Paldan Scientist, Konchok Gyaltson Deputy Director, Muzaffar Hussain Deputy Secretary, Abied Hussain OSD and Lobzang Angdus Law officer and Amit IT consultant.
