DEC finalise Action plan for implementation of RDSS Ladakh

Leh: Prime Minister, Narendra Modi has formally launched the Revamped Distribution Sector Scheme (RDSS) on July 30. This Revamped Reforms based and Results Linked Distribution Sector Scheme will have an outlay of Rs.3,03,758 crore with an estimated Government Budgetary Support (GBS) from Central Government of Rs.97,631 crore.

The Scheme will provide assistance to DISCOMS for infrastructure creation, including pre-paid smart metering and feeder separation, up gradation of systems, etc. tied to financial improvements.
Accordingly, a District Electricity Committee (DEC) Meeting of Leh and Kargil Districts of UT Ladakh was held under the Chairmanship of Member of Parliament, Ladakh, Jamyang Tsering Namgyal on August 3 to discuss and finalise the DPR and the Action plan for the RDSS scheme to be implemented in Ladakh. The meeting was attended by Member Secretaries, Deputy Commissioner Leh and Deputy Commissioner Kargil (Through VC), Chief Engineer PDD Ladakh, General Manager NHPC, Superintending Engineer PDD, Executive Engineer ED Leh, ED Kargil, Project Division and officers from RECPDCL and LPDD.
A detailed presentation on the agenda for the meeting was presented by LPDD and RECPDCL, the PMA for the scheme.

It was presented to the members that under the RDSS Scheme, projects to the tune of Rs. 1172 Cr. is being proposed from Ladakh. The proposal includes Phase I: Loss Reduction Component for Rs. 144.60 Cr, Electrification of Changthang Region for Rs. 627.64 Cr. and Downline infrastructure in Zanskar region for Rs. 58.50 Cr.
Under the Phase II of the scheme Modernization, various new Substation, New DTRs, 66 KV Line, 11 KV Line, Line Augmentation RT-DAS for substations etc have been proposed for Rs. 341.47 Cr.
The loss reduction of phase I includes the replacement of all bare conductors with LT-AB Cables in the Urban areas and congested areas of Rural areas for reducing the faults/interruptions in the power lines and power theft. The main objective of the RDSS is to reduce the AT&C Losses and the ACS–ARR Gap. For Ladakh, the AT&C Losses are projected to be reduced from 49.04% in 2021-22 to 27.85% by 2024-25. The ACS-ARR Gap is projected to be reduced from Rs. 4.21/Unit to Rs. 0.00 by 2024-25.

Member Parliament directed the department to consider placing the substations of Zanskar towards the load centre for maximum benefit to the public. He appreciated the inclusion of Electrification of Changthang Region in the RDSS. He also took review of the status of electrification of all Schools and Health Centres discussed in the last DEC meeting. Deputy Commissioner, Leh and Kargil submitted that DPR for the works has been prepared for the same and works are being proposed in SDP and District Capex Budget respectively. He appreciated the quick response from the District Administration and further directed to achieve 100% electrification of all Schools and Health Centres in Ladakh.
