Leh, 23rd September 2025: A meeting of the District Level Committee for the implementation of Swachh Bharat Mission-Urban 2.0 (SBM-U 2.0) was convened today under the chairmanship of Deputy Commissioner LAHDC Leh, Sh. Romil Singh Donk, IAS, at the DC Office, Leh.
The meeting was attended by officials including Superintending Engineer, PHE Leh; Executive Engineer, PHE Leh; District Panchayat Officer, Leh; Executive Officer, Municipal Committee Leh; District Officer, Pollution Control Committee Leh and Accounts Officer to DC Leh.
During the meeting, Municipal Committee Leh presented an overview of the progress under SBM-U 2.0, noting that the mission provides support for strengthening solid waste management, wastewater treatment, and sewerage systems, with the overarching aim of making Leh a garbage free city. It was also highlighted that under Swachhta Hi Seva campaign, launched on 17th September 2025, communities are being mobilized across Leh region through cleanliness drives and active citizen participation.
The committee reviewed waste generation patterns in the district, observing that volumes remain lowest during winter months due to harsh weather and reduced construction activity, while the peak occurs in July and August with the tourist season and arrival of migrant workers. The functioning of Solid Waste Management Plant at Skampari, operational since 2020, was also discussed, along with the success of Legacy Waste Bio-remediation Project which helped reclaim land by clearing thousands of metric tonnes of accumulated waste.
Progress in water and sewerage infrastructure was also deliberated upon. The Sewerage Treatment Plant at Agling and the Fecal Sludge Treatment Plant in Leh, both operational, are contributing significantly towards improved sanitation and environmental sustainability in the region. The committee also discussed upcoming initiatives designed to further enhance the waste and wastewater management systems.
The Deputy Commissioner emphasized the importance of strict timelines, inter departmental coordination, and active public participation to ensure effective implementation of SBM-U 2.0. He commended the efforts made by Municipal Committee and line departments so far, while urging them to redouble their commitment towards achieving the mission’s objectives.
The meeting concluded with a collective resolve to transform Leh into a model city for sustainable, climate resilient, and circular waste management in Union Territory of Ladakh.
