LEH: Chief Secretary, Union Territory of Ladakh, and CEO of the Ladakh Land Records Management Agency (LLARMA), Dr Pawan Kotwal, chaired the 13th Governing Body Meeting of LLARMA virtually to review the implementation of the Digital India Land Records Modernization (DILRM) Project and other associated issues in Ladakh on Monday.
During the meeting, key agenda items were discussed, including the revision of vendor rates in accordance with the General Financial Rules (GFR), the current progress of the DILRM Project, the need for digital signatures for Patwaris, and the escalation plan concerning vendor performance.
Dr Kotwal directed the Information Technology (IT) Department and the National Informatics Centre (NIC), Ladakh, to expedite the creation of digital signatures for Patwaris in the Revenue Department.
He also instructed the Assistant Commissioner Revenue (ACR) to promptly provide the necessary requirements for the e-signature process to the IT and NIC teams.
The Chief Secretary further instructed the Finance Department to revise vendor compensation in alignment with the applicable GFR provisions and to establish a clear escalation plan to monitor vendor accountability and timelines.
Emphasizing the importance of timely project completion, he urged vendors to meet set milestones within the agreed timelines.
He directed the ACR to prepare a detailed roster to streamline and accelerate the digitisation of land records across the Union Territory.
The meeting was attended by Principal Secretary, Housing & Urban Development Department; Commissioner/Secretary, Planning Development & Monitoring Department; Additional Secretary, Law Department; Deputy Commissioner, Kargil; State Informatics Officer, NIC Ladakh; Additional Deputy Commissioner; Senior Director, NIC Ladakh; Joint Director (Finance), Revenue Department; Joint Director (Kargil) Planning, Revenue Department; Assistant Commissioner Revenue, Leh; Assistant Commissioner Revenue, Kargil; Project Director from Monarch Consol-Geotech; and Project Manager from Ramtech Software Solutions Pvt. Ltd. Officers and representatives stationed outside Leh joined the meeting virtually.
