Apex level committee farmed for implementation of Solid Waste Management Rules in Ladakh

Leh: The administration of Ladakh has constituted an apex level committee for the implementation of National Green Tribunal (NGT) order regarding Solid Waste Management Rules, 2016 in the Union Territory.

As per the order issued by Commissioner Secretary, General Administration Department IAS Ajeet Kumar Sahu, the UT level committee headed by Advisor to the Lieutenant Governor of Ladakh mandated to oversee the implementation of National Green Tribunal’s (NGT’s) order regarding, Solid Waste Management Rules, 2016 and other environmental concerns include Plastic Waste Management, BioMedical Waste Management in Union territory of Ladakh.

The committee was asked to meet at least once a month and review all matters related to enforcement of the provisions of the Solid Waste Management Rules, 2016.

The Apex committee is also authorized to co-opt any member (s) /expert (s) to participate in its deliberations including related matters. 4. The committee shall be serviced by the Housing & Urban Development Department, Ladakh.

In separate order, Sanction is hereby accorded to the constitution of District Environment and Monitoring Cell (DE&MC) which shall also act as District Level Special Task Force, comprising the following, for the purpose of implementing the NGT directions and related judgments on Solid Waste Management, Plastic Waste Management, Bio-medical Waste Management and other environmental concerns including monitoring of mining activities in the districts of the Union territory of Ladakh.

The task force will be headed by Deputy Commissioner,CEO LAHDC, Leh and Kargil respectively. The task force mandated for implementation of District Environment Plans in both the districts.

“Implementation of the provisions of the Solid Waste Management, Plastic Waste Management, Bio-medical Waste Management, Hazardous Waste Management Rules and other environmental concerns including monitoring of mining activities for curbing illegal mining in the districts of the Union territory of Ladakh,” the order reads.

The task force also mandated to  oversee all matters pertaining to implementation of NGT directions arising out of above and related Original Applications (OAs) in the districts.

“The Additional Deputy Commissioner (Member Secretary) shall be personally responsible for implementation of the aforesaid district environment plans and shall submit a monthly/periodical ATR to the Housing & Urban Development Department through the concerned Deputy Commissioner/CEO, LAHDC Leh/ Kargil (Chairman),” the order reads.
