Kargil, Feb 12: Deputy Commissioner Kargil, Rakesh Kumar on Thursday chaired a high-level meeting to deliberate on the preparation of the Annual Action Plan (AAP) 2026-27 under VB-GRAMG (formerly MGNREGA) at the Conference Hall, Baroo.
The meeting witnessed participation from SDMs of Drass, Sankoo, Zanskar and Chiktan, along with officers from multiple departments including Police, Engineering Wings, Revenue, Forest, Agriculture, Horticulture, Animal Husbandry, Education, Health, Social Welfare, Tourism, Fisheries, PMGSY and other concerned sectors. The officers presented suggestions and inputs for finalisation of the development plan.
The Deputy Commissioner stressed the need to formulate the Annual Action Plan in line with the revised VB-GRAMG guidelines to ensure effective and result-oriented implementation of developmental works across the district. He emphasised focusing on innovative and productive works aimed at sustainable development and optimum utilisation of resources.
During the meeting, discussions were also held regarding the environmental challenges posed by rapidly melting glaciers. The DC highlighted the importance of incorporating flood protection measures, including crate work, under the scheme to mitigate potential risks.
Rakesh Kumar directed officers to ensure proper feasibility assessments and systematic planning at every level. He further instructed that consultations with Block Development Officers and Gram Sabha-level planning should be strengthened to enhance grassroots participation and ensure successful implementation of projects.
Highlighting livelihood generation, the DC asked concerned departments to promote innovative agricultural initiatives, including expansion of pea cultivation in Zanskar and establishment of demonstration farms to help farmers adopt improved agricultural practices and enhance productivity.
The Deputy Commissioner also reviewed the implementation of the e-Office system and expressed concern over inadequate detailing in official communications. He urged officers to adopt the system in letter and spirit, stating that it would enhance transparency, efficiency and monitoring of official work.
The meeting also focused on improving the education sector, with the DC directing gazetted officers to undertake field visits to assess infrastructure and technological requirements in schools. He instructed officials to submit detailed reports under Samagra Shiksha and other schemes to improve learning outcomes.
Additionally, the Deputy Commissioner raised concern over the under-utilisation of government buildings and directed departments to shift offices from private accommodations to available government infrastructure to ensure better workplace facilities and cost efficiency.
The meeting concluded with an emphasis on coordinated planning and timely preparation of the Annual Action Plan 2026-27 to ensure effective execution of developmental and welfare programmes across Kargil district.
