DIET Leh | 18-19August 2025 — The District Institute of Education and Training (DIET) Leh, in collaboration with PARAKH, NCERT New Delhi, successfully conducted a Two-day orientation program on the Holistic Progress Card (HPC) for Headmasters and Examination In-charges of high and middle schools across Leh district. This initiative is part of the larger national effort to align student assessment practices with the vision and recommendations of the National Education Policy (NEP) 2020.
In line with the orientation, the landmark national survey of PARAKH Rashtriya Sarvekshan 2024 will cover 75,565 schools and assess more than 22,94,377 students in Grades 3, 6, and 9. The assessment will measure competencies in Language, Mathematics, Science, Social Science, and The World Around Us, generating valuable insights into the learning achievements of students as well as the overall health of the education system in each district. Building upon the foundation laid by the National Achievement Survey (NAS), this survey will evaluate schools as comprehensive entities, cutting across State Government, Government-Aided, Central Government, and Private Recognised Institutions.
The Holistic Progress Card (HPC), developed by PARAKH (Performance Assessment, Review, and Analysis of Knowledge for Holistic Development) under NCERT, represents a paradigm shift in student evaluation. Unlike traditional assessments focused mainly on academics, the HPC provides a multi-dimensional framework that captures a learner’s growth in cognitive, socio-emotional, physical, and creative domains. The aim is to nurture well-rounded individuals who combine academic proficiency with emotional intelligence, social responsibility, and creative aptitude.
The program was formally inaugurated by Ms. Bhanu Prabha (IAS), Secretary of School Education, UT Ladakh. In her keynote address, she expressed her gratitude to PARAKH and NCERT for deputing experts for the orientation. She underlined the transformative role of the HPC in enabling schools to track not only academic achievement but also overall student development. Ms. Prabha emphasized the need to adopt competency-based learning approaches in classrooms and prepare students to participate meaningfully in large-scale assessments, which act as mirrors of the education system’s health and effectiveness.
Addressing the gathering, Professor Indrani Bhaduri, CEO and Head of PARAKH, explained that, as recommended in the NEP 2020, PARAKH has developed Holistic Progress Cards for all educational stages — Foundational, Preparatory, Middle, and Secondary — through collaboration with all States and Union Territories. After successful district-level pilots across the country, the HPCs have now been finalized. She encouraged the Union Territory of Ladakh to lead in implementing the HPC framework across its schools, ensuring that assessments move beyond academics to reflect holistic learning outcomes.
In his address, Mr. Mirza Mehdi, Principal DIET Leh, extended heartfelt gratitude to Prof. Indrani Bhaduri and the team from PARAKH, NCERT for their guidance and technical support. He stressed that such collaborations provide a strong platform for educators in Ladakh to adopt new frameworks of assessment that are nationally relevant and future-oriented.
The program witnessed active participation, with 378 Headmasters and Examination In-charges from across Leh district attending the sessions. Expert resource persons from PARAKH, NCERT conducted in-depth sessions on the components of the Holistic Progress Card in the context of the National Curriculum Framework (NCF-FS & SE) and the NEP 2020. Participants were oriented on practical aspects of implementing the HPC in schools and its role in strengthening student learning profiles.
