Kargil: The District Legal Services Authority (DLSA), Kargil, Thursday commenced a Three days Orientation, Induction, Refresher and Community Mediation Training Program for Para Legal Volunteers (PLVs) of district Kargil at Conference Hall Baroo.

The inaugural session was held in the presence of Hon’ble Chairman DLSA, Spalzes Angmo, Chief Judicial Magistrate Kargil, Wangial Tsering, Chairman TLSC Sankoo Deldan Angmo , Secretary DLSA Mr. Chemit Yurgal, Deputy Chief Legal Defence Counsel Kargil Adv Zarina Banoo, Assistant LADC Adv Nissar Hussain, Panel Lawyer Adv Haji Murtaza & Adv Kacho Manzoor Ali Khan and a large number of PLVs from across the district participated in the training.

The session began with a detailed introduction to the objectives of the training. Hon’ble Judges highlighted the role of Para Legal Volunteers in bridging the gap between the justice delivery system and the marginalized sections of society.

The participants were sensitized about the fundamental rights and duties enshrined in the Constitution of India and the constitutional obligations of the state towards weaker sections.

Secretary DLSA Chemit Yurgal conducted a session on basic communication, listening and observation skills essential for effective legal aid work. A PowerPoint presentation was also delivered to enhance understanding.

Advocate Zarina Banoo, Deputy Chief Legal Aid Defence Counsel Kargil, later held an interactive session focusing on women-centric laws.

She elaborated on legal provisions such as the Protection of Women from Domestic Violence Act, 2005 and maintenance provisions under Section 144 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

Apt to mention here that the training aimed to enhance the capacity of PLVs and equip them with practical tools to effectively assist in community mediation, legal awareness and aid delivery in remote and underserved areas of Kargil.
