Leh, June 9: Administrative Secretary, Rural Development Department (RDD), Ladakh, Nidhi Malik on Tuesday reviewed the progress of projects under the Vibrant Villages Programme (VVP) and directed officials to resolve pending queries, utilization certificate issues and funding-related bottlenecks in a time-bound manner.
Chairing a review meeting, Malik assessed the status of projects, fund utilization and implementation progress under Vibrant Villages Programme-I and II across Ladakh. The meeting focused on addressing queries raised by the Ministry of Home Affairs (MHA) and ensuring timely submission of responses to facilitate approvals and fund releases.
During the meeting, officials presented the status of projects uploaded on the designated portal, pending utilization certificates, convergence projects and modifications proposed under approved works. The discussion also covered issues requiring clarification from district administrations.
Expressing concern over delays in responding to MHA queries, Malik directed all concerned officers to expedite the resolution of pending matters. She emphasized that Deputy Commissioners, being the nodal authorities for implementation at the district level, should proactively address ground-level issues and ensure smooth execution of projects.
The Deputy Commissioner, Changthang, informed the meeting that several convergence projects under Vibrant Villages Programme-I have been approved in Leh district, while some projects are awaiting resolution of funding and implementation-related issues. Officials also noted that certain queries raised by the Ministry require coordinated action from multiple departments.
Malik instructed Chief Planning Officers and district authorities to closely monitor pending cases, particularly those related to utilization certificates, project modifications and funding concerns. She directed departments to compile all unresolved matters and submit them for immediate review to enable timely intervention.
Reviewing projects under the Swachh Bharat Mission and other convergence components, the Administrative Secretary asked officials to upload all pending information on the portal within the stipulated timeframe. She also directed district administrations to clearly identify projects proposed for continuation, modification or closure, supported by proper documentation and field verification.
The meeting further reviewed pending queries from Leh district, with Malik directing officers to furnish complete replies without delay. She stressed the importance of inter-departmental coordination for securing timely approvals and ensuring smooth implementation of development projects in border villages.
Deputy Commissioners and officials from various districts shared updates on project execution, with some reporting satisfactory progress while others highlighted procedural and funding-related challenges.
Reiterating the Administration’s commitment to strengthening infrastructure and development in border areas, Malik said all pending queries and project-related issues must be resolved swiftly to ensure effective implementation of the Vibrant Villages Programme across Ladakh.
