Leh: Administrative Secretary (Power & RE), Ravinder Kumar convened a meeting to review the progress of all the closed and ongoing Centrally Sponsored Schemes in Ladakh such as IPDS, RAPDRP, PMDP Urban, PMDP Rural and DDUGJY.

At the onset, Chief Engineer LPDD briefed the Secretary on the present status of the IPDS, RAPDRP-B scheme implemented by RECPDCL. Addl. CEO RECPDCL and the TKC submitted that all the minor balance works in Kargil Town shall be completed by 30th September 2022. Chief Engineer further impressed that the works have been pending for long and therefore need to be completed at the earliest.

Under the Ongoing PMDP Urban Addl. CEO RECPDCL submitted that the 6.3MVA 66/11 KV Lungmar Substation in Leh shall be charged and commissioned by Sept 2022 and the 6.3MVA 66/11 KV Kurbathang Substation shall be charged and commissioned by October 2022.

Secretary, Ravinder Kumar observed that there were significant balance works still to be taken up by the agencies in the scheme and therefore directed RECPDCL to improve the manpower deployment and strictly monitor the execution by the respective TKCs. Addl. CEO RECPDCL agreed and further assured that the agencies shall be penalized for any delay in the works beyond 30th September. Regarding the Additional PMDP Urban, Secretary Power directed PIA and the TKC to ensure 100% supply of materials within the next 15 days and subsequently deploy manpower for the works to be taken up on a war footing. He further directed that the works envisaged in the scheme should be completed in all respect and no works identified in the DPR shall be surrendered.

Addl. CEO RECPDCL (Transmission) also briefed the Secretary on the ongoing works of 220 KV Drass Padum and 220 KV Phyang Disket Transmission Lines. He briefed the secretary on the issues of ROW and Forest/Defence/Aviation clearances in the lines.

Chief Engineer briefed the Secretary on the status of DDUGJY, Ongoing PMDP Rural and Additional PMDP Rural works taken up by PGCIL as PIA. Senior General Manager briefed the secretary about the balance works in the DDUGJY scheme and committed that the works will be completed in all respect by 25th Sept. He further submitted that the PMDP Rural works are also in progress. Secretary Power directed PGCIL to take up the Underground Cabling works in Changthang region immediately.

Chief Engineer further asked the PGCIL to complete all the balance works in the already commissioned Drass and Chuchot substations and new substations of Pinchimik, Henachi and Chalungkha.

Secretary Power concluded the meeting with instructions to all the implementing agencies (RECPDCL, PGCIL) to complete the works approved under the Ongoing and Additional PMDP schemes. He further directed the agencies to deploy maximum manpower in the remaining working season and avoid surrender of scheme grants on account of man and materials.

Chief Engineer Distribution (PDD), Superintending Engineer PDD, Executive Engineer, Electric Distribution Division Leh and Kargil, Executive Engineer Project Wing PDD attended the meeting.

Addl. CEO RECPDCL, Senior General Manager (RE) PGCIL and other officers from RECPDCL and PGCIL as well as Team Leader WAPCOS Srinagar also attended the meeting. RECPDCL is the PIA for PMDP Urban and Additional PMDP Urban Works, PGCIL is the PIA for RMDP Rural and Additional PMDP Rural Works.
