Project Implementation Unit formed for implementation of STRIVE project in Ladakh

Leh: The government of Ladakh union territory, General Administration Department (GAD) the other day ordered the constitution of UT Project Implementation Unit (PIU), for implementation of Skill Strengthening for Industrial Value Enhancement (STRIVE) Project in the UT.

Administrative Secretary Technical Education and Skill Development Department Ladakh will head the PIU as its Chairman, while Accounts Officer/ Sr. Accounts Officer/ Chief Account Officer Technical Education & Skill Development Department Ladakh was appointed as its Member Secretary; Superintendent ITI, Leh was appointed its Member; OSD with Commissioner/Secretary Technical Education Member and Skill Development Department Ladakh was also appointed Member of the PIU.
“Sanction is hereby accorded to the constitution of UT Project Implementation Unit (PIU) Committee comprising the following for implementation of Skill Strengthening for Industrial Value Enhancement (STRIVE) in UT Ladakh,” read an official order issued by the UT government.

Functions of UT Project Implementation Unit (PIU) shall be: Under the guidance of the SSC, the UT PIU shall be directly responsible and accountable for project implementation within the UT, day-to-day management and coordination, and for meeting the administrative and legal requirements of the Government of India and the World Bank.

This shall include timely release of funds to ITIs and lCs (through SAMC) on achievement of KPls, continuously monitoring progress of project through KPls and providing timely progress and expenditure reports as mandated under the STRIVE.

The UT PIU will guide and support project ITIs and ICs (Through SAMC) on all aspects of project implementation. It will also co-ordinate with these institutions for various project implementation activities.

The UT PIU will provide information and instances of good practice, as well as guidance and support to institutions on all aspects of project implementation.

This includes guidance on preparing lSPs, apprenticeship grant proposals (through SAMC), and on procurement and financial issues. It also includes efforts to build capacity of the ICs, Ills and lMCs, wherever required. The UT PlU shall facilitate the sharing of information among lCs and ITls and also training.

The UT PlU is responsible for ensuring compliance with all social and environmental aspects under the project. It will monitor ITIs and lCs (Through SAMC) to ensure they are in compliance with these requirements and the applicable environmental Laws and regulations and incentivize them to follow good practices in these areas. lt shall assist in documentation work for Joint Review Mission (JRMs).

The UT PlU shall periodically monitor progress of implementation at the institute level. It shall be responsible for ensuring that accurate and timely information is incorporated into the project website that is maintained by the NPIU as the hub of information for the states/UT on the project.

The UT PMC (if hired under UT PlU) will provide technical and implementation support and assist the UT PIU in achieving the result areas under the project, by focusing on following key function areas and outputs: Overall Project Leadership; institutional /lTI development; Financial and Procurement Management; Communications Strategy; and Social and Environmental aspec.

tThis support shall include, but not limited to: Provide reporting and analytical support for Joint Review Mission (JRMs); Assisting UT PIU in guiding eligible Ills and lCs in preparing Institute Strategic Plan (ISPs) and Industry Clusters (ICs) application respectively.
