Kargil:
A National Level Training Programme for Booth Level Officers (BLOs) from the Sankoo zone was successfully conducted today at the Conference Hall, Baroo. The programme saw the participation of Naib Tehsildar Sankoo, BLOs from various blocks, and key officials from the District Election Office, Kargil.
Addressing the attendees, the Election Officer underlined the significance of the training, noting that after nearly two decades, an Intensive Revision of Electoral Rolls is being undertaken across India. He emphasized that BLOs must be fully acquainted with the latest procedures and guidelines issued by the Election Commission of India (ECI), as they are pivotal in ensuring the accuracy and integrity of electoral rolls.
The training was conducted in four phases. In the first phase, Master Trainers provided a comprehensive overview of the BLO App, demonstrating features such as adding new electors, shifting or deleting existing entries, conducting house-to-house surveys, updating polling station facilities, and tracking the status of submitted forms. BLOs were guided through each step to effectively integrate the app into their daily responsibilities.
The second phase focused on the Voter Helpline App, with Master Trainer Sajjad Hussain explaining its functionalities. He highlighted how the app simplifies the voter registration process and provides essential election-related information. BLOs were trained to assist citizens in navigating the app, ensuring easier access and increased voter participation.
In the third and fourth phases, Master Trainer Mohd Amin detailed the procedures under the Special Intensive Revision process. He outlined the responsibilities of BLOs, including verifying eligible voters, ensuring accurate data entry in draft rolls, standardizing addresses, and maintaining close coordination with Booth Level Agents (BLAs). Amin emphasized that BLOs must exercise diligence and integrity, noting that errors may lead to disciplinary action, while sincere efforts would be duly recognized by the Election Commission.
Furthermore, Amin highlighted the importance of politeness and professionalism during field visits. BLOs were advised to carry proper identification and official kits, and to maintain a respectful demeanor while engaging with the public—particularly during house-to-house surveys. This, he said, is crucial to building trust and encouraging citizens to actively participate in the electoral process.
The training programme was well-received by the participants, who engaged with enthusiasm and a strong sense of responsibility. It reinforced the vital role of BLOs in safeguarding the democratic process and upholding the constitutional rights of every citizen.
