Leh: A delegation from Hemis Shukpachan, led by its Nambardar, Tsewang Nurboo, called on the Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the Lieutenant Governor’s Secretariat on Monday.
Chief Secretary, Dr Pawan Kotwal, IAS; Secretary, PWD/PHE, Michael D’Souza, IAS and Chief Engineer, PWD, Abdul Mutalib were present in the meeting.
Tsewang Nurboo raised several issues related to the development of the village, including the installation of Airtel network equipment on the unused BSNL tower, which has been relocated to some other place, to improve telecommunication connectivity in the village; the need to construct a community hall in Yangthang village; the need to construct passive solar quarters for monks, especially the elder monks, at Rizong Monastery; the need for blacktopping of link road at Yangthang, Tokpo-Uley Rink Road and Chulichan-Yangthang Tokpo Road, etc.
The LG asked the Chief Secretary to raise the tower issue in the next meeting with telecom companies.
He asked the delegates to meet the Chairman/CEC, LAHDC Leh, to raise the issue of the construction of a community hall at Yangthang with him.
He asked the concerned department to look into the issue of the construction of passive solar quarters for monks at Rizong monastery. The LG also asked the concerned PWD officials to resolve the issue of blacktopping of roads at the earliest.
In another meeting, Kunzes Dolma, who is currently working as a laboratory assistant at the Sheep Husbandry Department, called on the Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at the LG Secretariat.
Chief Secretary, Dr Pawan Kotwal, IAS; Secretary, GAD, Michael D’Souza, IAS and Under Secretary, Sheep Husbandry Department, Amir Sohail, JKAS, were present in the meeting.
Kunzes informed the LG that she has been working as a laboratory assistant for more than three decades at Pay Level 4. She also informed about the acquisition of BVSc and AH degrees by her in 2009, which makes her eligible for the gazetted post of Veterinary Assistant Surgeon in Pay Level 9.
She further informed that her candidature for the said gazetted post has not been incorporated into the gazetted recruitment rules of the department as she falls under Pay Level 4 and not Pay Level 6. Kunzes requested the LG’s intervention in introducing a 15% reservation for in-service graduates with BVSc and AH degrees.
Secretary, GAD, Michael D’Souza and Under Secretary, Amir Sohail, informed the LG that Kunzes has the required qualification but does not fall in Pay Level 6. They also told the LG that the matter was discussed with UPSC but was rejected.
They also informed that she is eligible for promotion to Pay Level 6, at which she has to work for eight years before becoming eligible for the post of Veterinary Assistant Surgeon. However, she is superannuating in 2031, they further informed.
The LG, after a detailed discussion with the Chief Secretary and the concerned officials, informed Kunzes that service rules, including saving clauses as mentioned in the J&K Reorganisation Act 2019, would be followed while examining her case.
