Leh, July 28: In a significant administrative boost for Ladakh, the Ministry of Home Affairs (MHA) has approved ad-hoc promotions to vacant Group ‘B’ Gazetted Administrative Service posts, providing immediate relief to departments facing a shortage of Gazetted officers.
The approval, conveyed through an MHA communication dated July 27, allows the Union Territory Administration to fill vacancies under the promotion quota as an interim measure until a regular promotion mechanism is established.
According to officials, the move follows the intervention of Lieutenant Governor Vinai Kumar Saxena, who raised the issue with the MHA, highlighting that regular promotions had remained stalled due to the non-notification of Recruitment Rules, resulting in a shortage of officers and impacting administrative functioning across departments.
The decision is expected to provide long-awaited relief to eligible officials awaiting promotion while strengthening governance through faster decision-making and improved public service delivery.
Welcoming the MHA’s approval, the Lieutenant Governor said the decision would enhance administrative efficiency and address the genuine aspirations of government employees. He also directed the Chief Secretary to begin the promotion process immediately.
The MHA has instructed that all ad-hoc promotions must be carried out strictly in accordance with the Department of Personnel and Training (DoPT) guidelines and prescribed conditions until a regular promotion framework is put in place.
