Leh, December 10: Lieutenant Governor of Ladakh, Kavinder Gupta, chaired a high-level departmental review meeting on Tuesday to assess progress across key sectors and align government initiatives with public expectations.
Chief Secretary Dr. Pawan Kotwal, senior officials including Principal Secretaries, Administrative Secretaries, DC Leh, heads of departments and mission directors attended the detailed review.
The meeting covered crucial developmental areas such as budget utilisation, progress under PMDP, the Vibrant Village Programme (VVP), RDSS, ongoing major infrastructure projects, Leh–Kargil Master Plans, service delivery reforms, higher education initiatives including Sindhu Central University, health infrastructure upgrades, the three-year tourism roadmap, SHG strengthening, and prison reforms.
LG Gupta stressed timely clearance of contractor payments and called for the early notification of the GIS-based Kargil Master Plan under AMRUT 2.0 to prevent haphazard growth. He also emphasised rational posting and rotation of government staff for better efficiency.
Highlighting rural development, the LG directed effective implementation of VVP 2.0 to curb migration from border areas like Changthang by boosting infrastructure and livelihood opportunities. He pushed for the early completion of key road links—Hanu–Turtuk, Kanji–Rangdum and Padum–Sarchu—to improve connectivity and reduce travel time.
Calling for improvements in public utilities, the LG reviewed the status of FHTCs under Jal Jeevan Mission, installation of smart meters, and power-related reforms. On education and health, he directed that the sanctioned Medical College start functioning from a temporary campus to benefit local students and stressed scientific biomedical waste management. He also ordered speedy completion of sewage treatment plants to protect Ladakh’s fragile environment.
Focusing on livelihoods, the LG called for addressing Ladakh’s milk deficit through better utilisation of the pasteurisation plant and support for dairy farmers. He sought expansion of Ladakh Greenhouses, strengthening of SHGs and increasing the number of “Lakhpati Didis”.
On tourism, he directed strict monitoring of departmental schemes, push for winter tourism and effective implementation of the Homestay Policy. He also emphasised developing more pedestrian pathways in Leh and Kargil.
Reaffirming the administration’s commitment to equitable and sustainable growth, LG Gupta instructed all departments to ensure time-bound, outcome-oriented execution of projects so that development remains aligned with the aspirations of the people.
