LG Kavinder Gupta Orders Major Reshuffle of JKAS Officers in Ladakh

Leh: The Union Territory of Ladakh on Friday witnessed a major reshuffle in the Jammu and Kashmir Administrative Service (JKAS) as Lt. Governor Kavinder Gupta ordered fresh postings and transfers to streamline governance and strengthen administrative efficiency across Leh and Kargil districts.

According to the order, Huma Khan, JKAS, who was awaiting adjustment, has been posted as Deputy Registrar Cooperatives, Leh, with the additional charge of Assistant Director, Handloom, Leh.

In Kargil, Ayaz Ahmed has been appointed Tehsildar and will also hold the charge of Deputy Registrar Cooperatives, while the outgoing Tehsildar, Tanveer Ahmad, has been directed to report to the Administrative Secretary, Revenue Department, for further posting.

Among other key appointments, Sachin Bali has been posted as Under Secretary in the Lt. Governor’s Secretariat, while Mohd. Sufder Bhat takes over as District Social Welfare Officer, Leh. Anupam Bhardwaj has been named Under Secretary, Home and Vigilance Department.

Mohammad Usman Khan, already serving as Additional Secretary in Agriculture & Horticulture, Transport, and Cooperatives, will now also hold the charge of Additional Secretary, PHE/I&FC Department.

Jigmet Raftan has been transferred from the Departments of PWD (R&B) and PHE/I&FC and posted as Deputy Secretary, General Administration Department, with the additional charge of Deputy Secretary, PWD (R&B).

Hidatullah Mir, earlier DSWO Leh with additional charge of ARTO, will now serve exclusively as ARTO Leh.

The reshuffle also saw Sarwar Shahzad, BDO Pashkum and TSG Kargil, moved to the UT Secretariat as Under Secretary in the Departments of Forest, Ecology & Environment, RD&PR, and Science & Technology.

In Leh, Anjil Singh, Assistant Director, Handicraft, who also held charge of Handloom, has been posted as Assistant Labour Commissioner, Leh, with additional charge of Assistant Director, Handicrafts. Meanwhile, Rakesh Kumar Batla has been posted as In-charge Block Development Officer, Pashkum and TSG, Kargil.

The wide-ranging transfers ordered by LG Kavinder Gupta reflect the administration’s push to improve service delivery and ensure effective governance across the Union Territory.

In a subsequent order, the Ladakh administration has directed the repatriation of several JKAS officers to the Union Territory of Jammu and Kashmir.

The officers relieved with effect from September 25 include Sandeep Singh, Under Secretary, General Administration Department, Ladakh; Akshay Sharma, Under Secretary, Home & Vigilance Department, Ladakh; and Mohit Sharma, Under Secretary, Forest, Ecology & Environment, Rural Development & Panchayati Raj, and Science & Technology.

They have been asked to report to the General Administration Department of J&K for further posting.

The order also mentions that Vivek Rattan, Under Secretary in the Lt. Governor’s Secretariat, will be relieved as per the convenience and directions of the Lt. Governor’s office.

Similarly, Rehmatullah Butt, Assistant Director, Employment Department, Leh, will be relieved from December 31, 2025, after which Anjil Singh will hold the additional charge of Assistant Director, Employment Department, Leh, beginning January 1, 2026.
