Leh: In a sweeping reshuffle approved by Lieutenant Governor Kavinder Gupta, the Union Territory of Ladakh has issued fresh postings and transfers of IAS and JKAS officers to streamline governance across key departments.
Among IAS officers, Vikram Singh Malik (AGMUT: 2012) has been relieved to join as Deputy Secretary in the Ministry of Information and Broadcasting, New Delhi, under the Central Staffing Scheme.
Omkar Rajender Gundage (AGMUT: 2023) has been appointed as Sub-Divisional Magistrate, Zanskar, with the additional charge of Chief Executive Officer, Tourism Development Authority, Zanskar.
The administration also allocated new departments: Sanjit Rodrigues (2013) will now oversee Information and Public Relations in addition to Tourism & Culture and Housing & Urban Development; Bhanu Prabha (2015) has been given Youth Services and Sports along with her existing portfolios of Education and Technical Education; and Rudra Goud P.T. (2017) will now supervise Power Development and New Renewable Energy besides Industries & Commerce and Animal/Sheep Husbandry.
Significant changes were also made at the JKAS level. Dr. Zahida Banoo has been posted as Secretary, Ladakh Subordinate Services Selection Board, with additional charge of Regional Transport Officer. Kunzes Angmo has been transferred as Director, Social and Tribal Welfare, replacing Tashi Dolma, who moves to Director, School Education. Tsering Paldan has been posted as Director, Tourism, and will also hold the charge of Additional Registrar, Cooperatives.
Mohammad Usman Khan, JKAS, awaiting adjustment, has been appointed as Additional Secretary in the Departments of Agriculture & Horticulture, Transport and Cooperatives, replacing Ravi Shanker, JKAS, who has been transferred as Sub-Divisional Magistrate, Shakar Chiktan, with additional charge of Tehsildar. Sumera Shafi, JKAS, has been posted as Under Secretary in the Departments of School Education, Higher Education and Youth Services and Sports, while continuing to hold additional charges until Atul Singh Mankotia resumes duties after his leave. Mankotia, who has been posted as Under Secretary in Labour & Employment, Housing & Urban Development, Tourism & Culture and Information & Public Relations, will take over his portfolios once back from leave. Until then, Dr. Stanzin Thackchos will look after Tourism & Culture and Information & PR, before moving to Animal/Sheep Husbandry and Fisheries from September 1.
Nilza Angmo, JKAS, returning from maternity leave, has been appointed as Under Secretary in Food, Civil Supplies & Consumer Affairs and Disaster Management. Sanjat Bhardwaj, JKAS, has been moved to the UT Secretariat as Under Secretary in IT and Social Welfare, while Mohit Sharma, JKAS, will serve as Under Secretary in Forest, Ecology and Environment, Rural Development & Panchayati Raj and Science & Technology. Imtisaal Rasool, JKAS, has been posted as Under Secretary in Industries & Commerce, Animal/Sheep Husbandry, Fisheries and Power Development. Jigmet Angchuk, JKAS, will additionally oversee Health and Medical Education, while Abied Hussain will function as OSD in Technical Education and Skill Development.
Meanwhile, Dr. Asif Hussain has been relieved from the Lt. Governor’s Secretariat and directed to report to Animal/Sheep Husbandry and Fisheries for further posting.
The large-scale reshuffle under LG Kavinder Gupta is expected to boost efficiency and strengthen departmental coordination in Ladakh’s administration.
