
Leh Contractors Association calls on LG Mishra
Leh: A delegation comprising members of Contractor Association Leh led by its Chairman, Tonyot Tashi, called on the Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd), at Raj Niwas Sunday.
Commissioner Secretary, PWD, Shri Ajeet Kumar Sahu was present in the meeting.
Tonyot raised several issues, viz. the need to remove the work done experience and annual turnover conditions for projects under PMGSY so that contractors from Ladakh can become eligible for these project works; the need to release 10 per cent mobilisation advance against allotted cost of the project; relaxation in work done experience as one-tenth of the advertised cost of tenders/projects and annual financial turnover as 10 per cent of the advertised costs of tenders of big infrastructure development companies for Ladakh-based PWD-enlisted contractors; the need to invite tenders for PMGSY and Central Road Funding works as sanctioned by Central government and not by clubbing the projects; the need to give full power of Technical Sanction to Chief Engineers of R&B PWD and PHE/ I&FC; making high-altitude work experience mandatory for participating in projects of UT Ladakh; making GST registration with UT Ladakh mandatory for every firm; reservation of tenders up to Rs 10 crores without terms and conditions for Ladakh-based PWD-enlisted contractors; the need to make estimates uniform in all the divisions in Ladakh; the need for cost of tender form to be reasonable and uniform; the early implementation of Ladakh Schedule of Rate; making earnest money mandatory as one-time bank guarantee; ensure involvement of only contractors without any legal dispute in tendering; relaxation in imposition of geological permission for hassle-free procurement of stone/earth; the need to issue strict instruction to concern executing agencies not to invite any tender without accord of AAA and Technical Sanction, etc.
Sahu informed about the need to abide by norms set by the General Financial Rule and Central Vigilance Commissioner. The LG assured the contractors that there won’t be any delay in their payments and instructed Shri Sahu to look into other matters.
