Leh: In a celebration of grassroots development and local leadership, the Sampoornata Abhiyan Samman Samaroh was held in Leh to honour the remarkable achievements of Rupsho Block in Leh district and Karsha Block in Kargil under the Aspirational Block Programme (ABP).
Launched by NITI Aayog in 2023, the ABP aims to accelerate development through focused interventions, convergence of government schemes, and community-driven action. The event brought together senior officials from both Leh and Kargil, including Principal Secretary Sanjeev Khirwar and Commissioner Secretary Dr. Laltinkhuma Franklin, who praised the collaborative efforts driving positive change across Ladakh.
Rupsho Block stood out for achieving all six saturation target indicators and was awarded the Gold Medal, while Karsha Block earned the Bronze Medal for meeting four out of six Key Performance Indicators (KPIs). The recognition highlights the strong coordination between departments and active public participation in both regions.
ADDC Leh, Sonam Nurbu, briefed the gathering on the programme’s success and emphasized the importance of real-time monitoring, targeted delivery, and scheme convergence. Principal Secretary Khirwar noted that Ladakh’s unique administrative structure provides an opportunity to lead by example and urged officials to replicate best practices across other blocks.
Commissioner Secretary Franklin reiterated the government’s focus on inclusive development through flagship schemes in health, education, sanitation, nutrition, and livelihoods—all aiming to ensure every citizen benefits from key government services.
The celebration also featured a visit to Akansha Haat at Leh Market, where Self-Help Groups (SHGs) from across the district showcased handmade textiles, traditional crafts, and regional cuisines. The vibrant marketplace not only highlighted Ladakh’s cultural richness but also served as a platform for collaboration, learning, and economic empowerment.
Local leaders, officers, and community members were also recognized for their contributions, reaffirming the vital role of grassroots participation in shaping a stronger, more inclusive Ladakh.
