Leh, May 11: The Administration of the Union Territory of Ladakh has constituted a UT-Level Committee to oversee and recommend measures for the operationalisation of five newly created districts, marking a major step towards decentralised governance and improved administrative reach in remote areas.
Lieutenant Governor Vinai Kumar Saxena has approved the formation of the committee following the notification of five new districts last month. The new districts include Changthang, Nubra, Sham, Zanskar and Drass.
The committee has been tasked with preparing a detailed roadmap for establishing and operationalising key district-level offices, while also addressing administrative, financial and logistical requirements arising from the reorganisation.
It will also examine and recommend rationalisation of jurisdictional boundaries, including subdivisions, tehsils, niabats, girdawar and qanungo circles, and patwar halqas, in line with the newly notified territorial limits. The aim is to ensure a smooth administrative transition and build a strong governance framework at the district level.
The Lieutenant Governor said the creation of new districts is aimed at bringing governance closer to the people. He stressed that the operationalisation process must be structured, transparent and time-bound so that benefits of the new administrative setup effectively reach remote populations.
He further directed the committee to propose distribution and redeployment of staff, records, assets, infrastructure, and other resources between existing and newly created districts. The panel will also assess requirements for creation, upgradation, and redeployment of posts across revenue, development, and other essential administrative cadres.
The UT-Level Committee will be headed by the Divisional Commissioner/Secretary, Revenue Department, as Chairperson. The Secretary, Rural Development & Panchayati Raj Department will serve as Member-Convenor, while the Secretary, General Administration Department and Deputy Commissioners of Leh and Kargil will be members.
Officials said the move is expected to significantly improve administrative outreach, strengthen service delivery, accelerate grievance redressal, and enable more focused development planning in far-flung regions of Ladakh.
