Leh, March 18: Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, on Wednesday chaired a high-level बैठक to review the status of recruitments, promotions, and vacancy referrals, directing departments to accelerate hiring processes and clear long-pending posts.
The review meeting laid strong emphasis on expediting promotions through Departmental Promotion Committees (DPCs) to tackle employee stagnation and create fresh vacancies. The Chief Secretary also stressed timely referral of direct recruitment posts to the Union Public Service Commission (UPSC) to avoid delays.
Administrative Secretaries presented detailed विभाग-wise updates on ongoing recruitment processes, vacancies in pipeline, and future hiring plans. The government also assessed staffing gaps across both gazetted and non-gazetted categories.
A key focus of the meeting was the upcoming recruitment examinations to be conducted by Ladakh’s recruitment boards. Officials informed that exams for multiple posts will begin from March 28 and continue till May. To ensure transparency, Deputy Commissioners of Leh and Kargil have been directed to interchange invigilators during examinations.
Taking a strict view of delays, the Chief Secretary reviewed long-pending vacancies across departments and called for organizing Rozgar Melas in both districts to boost employment outreach among youth.
Highlighting systemic reforms, Kundra instructed the General Administration Department (GAD) to develop a standardized Recruitment Rule (RR) framework for multitasking posts, aiming to streamline hiring procedures and improve efficiency.
In a major administrative step, all departments have been directed to create a centralized digital database of vacancies, DPC timelines, and staffing positions within 15 days, preferably using a shared platform for real-time monitoring.
The review also flagged critical staff shortages in key sectors including Culture Academy, Health (especially non-gazetted posts), and School Education.
With proposed new districts in Ladakh on the horizon, departments have been asked to conduct detailed manpower assessments, particularly in education, health, and infrastructure sectors, to ensure smooth service delivery in upcoming administrative units.
The meeting also touched upon employee-related issues such as CGHS rules, old pension scheme, and new pension scheme.
Senior officials, including Commissioner Secretary Lalinthakhuma Franklin and Deputy Commissioner Leh Romil Singh Donk, among others, attended the programme.
