DC Reviews Progress of Jal Jeevan Mission and Swachh Bharat Mission in District Kargil

Kargil, July 20, 2026: Deputy Commissioner/CEO, LAHDC Kargil, and Chairman, DWSM Rakesh Kumar IAS, today chaired a review meeting at his office chamber to assess the progress of the Jal Jeevan Mission and Swachh Bharat Mission in Kargil district.

At the outset, a detailed presentation was made on the current status of Jal Jeevan Mission implementation across the district. The Deputy Commissioner reviewed the overall progress and stressed the need for timely completion of all pending works. He directed the concerned officers to expedite the uploading of the remaining Functional Household Tap Connections,complete the Har Ghar Jal Certification process, update pending data on the PM Gati Shakti Portal, finalize the Jal Utsav Calendar, and resolve all bottlenecks within the prescribed timelines.

The Deputy Commissioner instructed the Assistant Executive Engineers to identify village-wise issues and coordinate closely with the respective Tehsil Officers to ensure their prompt resolution.

He further directed the Superintending Engineer , PHE & I&FC Kargil, and the Executive Engineer PHE Kargil, to conduct field visits to disputed villages, resolve pending issues on priority, complete the remaining works, and ensure the uploading of all pending Functional Household Tap Connections within the timelines fixed by the concerned Junior Engineers.

The DC also instructed the department to initiate the Jal Arpan programme in the district for the formal handing over of completed water supply schemes to the Village Water and Sanitation Committees , thereby promoting community ownership and sustainable management of water supply assets.

Emphasizing the importance of public institutions, the Deputy Commissioner directed the AEEs to ensure the availability of safe drinking water facilities in all schools, health centres, and Panchayat Ghars across the district.

Reviewing the progress under the Swachh Bharat Mission, the Deputy Commissioner directed the District Panchayat Officer to ensure the strict implementation of the ban on Single-Use Plastic and enforce penalties against violators, besides taking stringent action to curb littering across the district. He also instructed the DPO to expedite the process for the operationalization of the Solid Resource Management Centre (SRMC) at Sodh (Garkone side) to strengthen scientific solid waste management in the district.

The meeting was attended by the Superintending Engineer, PHE & I&FC Kargil; Joint Director/Chief Planning Officer Kargil; Executive Engineers of PHE Kargil; District Panchayat Officer Kargil; Assistant Executive Engineers, Assistant Engineers, Junior Engineers; District Team Leader PMU and the IEC Coordinator.
