Leh, July 28: Chief Secretary of UT Ladakh Ashish Kundra on Tuesday reviewed the 2026–27 Action Plan under the Assistance to States and Union Territories for Modernisation of Police (ASUMP) scheme, directing officials to fast-track police modernisation and strengthen surveillance infrastructure across the Union Territory.
Chairing a meeting of the UT-Level Empowered Committee (UTLEC), Kundra emphasised transparent and time-bound implementation of projects, including the installation of CCTV cameras, advanced surveillance systems, and a Centralised Monitoring System (CMS) for Ladakh Police.
Senior police officials presented the revised action plan, including updated estimates for installing fixed-lens bullet cameras at police stations in line with Bureau of Police Research and Development (BPR&D) guidelines. The presentation also covered project costs, implementation progress, and revised financial estimates.
The Chief Secretary reviewed the procurement process, cabling works, and installation plans, directing departments to complete tendering in a transparent manner while ensuring compliance with the Supreme Court’s directions on CCTV coverage in police stations, including areas outside lock-ups.
Kundra also called for expanding surveillance beyond police stations by redeploying functional cameras at major traffic intersections and public spaces in Leh and Kargil to improve traffic management and public safety.
Highlighting the need for scientific traffic management, he directed officials to conduct detailed traffic assessments, identify critical junctions requiring signals, and prepare proposals based on traffic flow and pedestrian movement. He also recommended installing overhead LED display boards and variable message systems at strategic locations.
The meeting further reviewed plans for establishing a Centralised Monitoring System (CMS) with one main control centre and three branch sites. Kundra instructed the Home Department and Ladakh Police to expedite approvals, explore best practices from other states and UTs, and secure available Government of India assistance for the project.
Reiterating the importance of modern policing, the Chief Secretary stressed timely execution of all approved components under the ASUMP scheme to enhance surveillance, policing efficiency, transparency, and public safety across Ladakh.
