Construction Management Committee on EMRS constituted
LEH: The government of union territory of Ladakh ordered the Constitution of a Committee on EMRS District Construction Management Committee.
According to an official order, “Sanction is hereby accorded to constitution of Eklavya Model Residential School (EMRS) District Construction Management Committee to supervise the progress and observe critical construction indicators for smooth, meaningful, and effective execution of construction/ renovation of the school.”
The Committee consisting of the officers in the Union territory of Ladakh include Collector and District Magistrate as the Chairperson.
Superintendent of Police, Deputy conservator of Forest, Executive Engineer, State PWD, Executive Engineer, PHE/Zilla Panchayat, and Executive Engineer, State Electricity Department will be members of the committee while District Tribal/Social Welfare Officer was appointed as the Member Secretary.
The terms and reference: The Committee shall ensure that the location of EMRS should be connected with all-weather road. It shall also be ensured that EMRS site(s) must be provided reliable, safe and adequate drinking water through Jal-Jeevan connection. Adequate provision of encumbrance-free and clearly demarcated land, with Forest Conservation Act clearances, where needed, should be ensured. 4.
Local issues of law and order should be addressed so that construction work is not obstructed. Any issue related to quality of new construction or of existing building infrastructure, furniture, etc. should be urgently brought to the notice of NESTS. Connectivity of reliable and required power supply should be ensured. Any other important matter, such as afforestation in the EMRS campus, landscaping, telecom connectivity, etc. will also be supervised with the help of officers concerned in the district. And the Committee shall convene regular meeting to follow up the progress and resolve construction issues, if any, identified, so that the residential schools being built for the tribal students are of the highest standard.
