Leh: The Chief Secretary of Union Territory of Ladakh, Dr. Pawan Kotwal chaired the 12th Governing Body meeting of the Ladakh Land Records Management Agency (LLaRMA) at the Civil Secretariat, Leh.
At the outset, the Assistant Commissioner Revenue (ACR), Leh presented a comprehensive PowerPoint presentation, detailing the milestones achieved under the DILRMP project.
The presentation highlighted several completed objectives and milestones while identifying areas that require additional resources and attention.
During the meeting, Assistant Commissioner Revenue informed that the digital survey with latest CORS network based on DGPS survey has been completed for 35 villages, number of villages which surveyed and completed for publication stands to 25, pending villages to be completed till the end of April 2025.
The meeting reviewed overall progress of the Digital India Land Records Modernization Programme (DILRMP) in Ladakh, aimed to enhance the accessibility, transparency, and accuracy of land records in UT Ladakh.
The project, is a critical component of Ladakh’s revenue management and public service infrastructure, includes comprehensive digital upgrades across multiple facets of land records management.
The officials from various departments discussed in detail the physical and financial progress of the DILRMP project including the ongoing digitization of revenue records.
While reviewing the project, the Chief Secretary emphasized that the project is significant for UT Ladakh, it should be completed in current season.
To speed up the survey process, Chief Secretary directed both the district magistrates of Leh and Kargil to engage lamberdars in surveys of the villages, engage them on honorium basis.
The meeting addressed the bottlenecks and the pro-active measures to be taken to resolve the issues that impede the progress in digitizing village land records, ongoing surveys, requirement of man power GPS hardware’s and the need for an effective Management Information System (MIS) to streamline and safeguard land records, and regularised newly formed colonies was discussed.
Chief Secretary Dr. Kotwal commended the team for their diligent efforts while underscoring the project’s importance in ensuring accurate, accessible, and updated land records.
He emphasized that reliable land records are crucial for enhancing transparency, reducing land disputes, and facilitating infrastructure and development projects in Ladakh.
He called for the timely and efficient implementation of the remaining tasks to ensure the project’s completion in current season.
Dr. Kotwal highlighted the significance of these improvements in enhancing the efficiency of land-related administrative services for the people of Ladakh, thereby aligning with the region’s long-term development goals.
The Chief Secretary urged the concerned departments to maintain close coordination and resolve project-related issues promptly.
