Leh, July 4: In a high-level review aimed at accelerating development across the Union Territory, Ladakh Chief Secretary Ashish Kundra on Friday directed all departments to prioritise outcome-oriented governance, stressing timely project completion, measurable results and transparent implementation of Central flagship schemes.
Chairing a comprehensive review meeting in Leh, the Chief Secretary assessed the physical and financial progress of major schemes, beneficiary coverage, implementation status and bottlenecks across key sectors, while asking departments to move beyond paperwork and focus on delivering tangible benefits on the ground.
In the education sector, Kundra sought an explanation for the high school dropout rate and reviewed PM SHRI Schools, the Performance Grading Index and student retention. He instructed officials to present infrastructure and learning outcomes separately for better assessment.
Reviewing skill development initiatives, he examined the progress of the Pradhan Mantri Kaushal Vikas Yojana, ITI upgradation and PM SETU, seeking district-wise details on enrolment, certification and trainee incentives.
The Chief Secretary also reviewed implementation of the PM Surya Ghar Muft Bijli Yojana, rooftop solar installations, the RESCO model, smart metering under RDSS, BharatNet Phase-III, financial inclusion schemes, Aadhaar linkage, and major welfare programmes.
Expressing concern over vacant Anganwadi posts, Kundra suggested integrating Bal Vatikas with Anganwadi Centres wherever feasible to optimise manpower. He also reviewed POSHAN 2.0, PM Matru Vandana Yojana, PMAY (Urban), Swachh Bharat Mission, Jal Jeevan Mission, Ayushman Bharat, TB Mukt Bharat Abhiyan, Swadesh Darshan, EV charging infrastructure and civil aviation projects.
He directed departments to prepare clear implementation roadmaps with defined timelines and sustainable strategies, particularly for promoting electric mobility and strengthening healthcare and public services in remote areas.
The review meeting was attended by Administrative Secretaries, Heads of Departments and senior officers from various departments of the UT Administration.
