Kargil: In the wake of recent flash floods, Chairman and Chief Executive Councillor (CEC) of LAHDC Kargil, Dr. Mohd Jaffer Akhoon, conducted an extensive visit to flood-affected villages including Stakpa, Malikbar Thama, Malikbar Kilma, Yakza, and nearby areas to assess damage, monitor restoration efforts, and address public grievances.
During the field visit, Dr. Akhoon reviewed ongoing works—particularly the diversion of floodwater, clearing of debris from link roads, and restoration of essential services like drinking water and electricity. He interacted directly with residents to understand their immediate challenges and assured that the LAHDC is committed to prioritizing relief and restoration.
In Stakpa, locals raised urgent concerns regarding the construction of protective walls, upgradation of the local middle school, and shortage of drinking water due to stream contamination. They also requested additional Hindi and Mathematics teachers. Responding to this, Dr. Akhoon confirmed that a DPR for protective wall construction under the Special Development Package has been submitted and is planned for the next working season. He directed the PHE Department to act immediately on the drinking water issue and confirmed teacher availability with the Education Department.
At Malikbar Thama, residents sought retaining walls, repair of the JJM pipeline, a medical sub-centre, and teaching staff. Dr. Akhoon assured swift action and departmental coordination to begin immediate work.
In Malikbar Kilma, the community voiced concern over frequent Brown Bear attacks and requested installation of electricity poles, medical facilities, and restoration of irrigation canals. The CEC directed the Divisional Forest Officer to initiate mitigation measures and assured departmental support.
In Yakza, villagers demanded the construction of an irrigation canal from Braknak, a motorable bridge, and the extension of the ice hockey rink. The CEC acknowledged the demands and promised assistance through appropriate schemes.
While visiting Lankerchey, residents reported wood-infesting insects damaging timber used for home construction. Despite prior pesticide use, the issue persists. Dr. Akhoon directed the Chief Agriculture Officer and DFO to investigate and address the infestation through scientific assessment and mitigation.
The CEC also took stock of the status of irrigation khuls and canals, emphasizing the urgent need for their cleaning and repair. He instructed concerned departments to deploy necessary machinery and ensure temporary drinking water arrangements until full restoration.
Dr. Akhoon was accompanied by ADC Kargil Imteeaz Kacho, Councillor Ghulam Haider, and senior officials from PHE, I&FC, PMGSY, REW, Agriculture, Forest, Education, Fisheries, and Rural Development departments, among others.
