Kargil, July 23: Chief Controller of Finance (CCF), LAHDC Kargil, Iftikhar Hussain chaired a review meeting with district officers to strengthen the guidelines governing subsidy components of various LAHDC Kargil schemes, with an emphasis on ensuring transparency, accountability and fair distribution of benefits.
The meeting was attended by senior officials from the Animal Husbandry, Sheep Husbandry, Agriculture, Horticulture, Tourism, Handicrafts, Handloom, Education, Youth Services, Cooperative Department, KREDA and other concerned departments.
Addressing the officers, Hussain said the review aims to ensure that government-sponsored subsidy schemes reach genuine and deserving beneficiaries through a transparent and objective process. He stressed the need for clearly defined eligibility criteria, robust verification mechanisms and proper supervision before extending financial assistance.
The CCF directed departments to prevent duplication of benefits by constituting departmental committees to verify beneficiaries. He also instructed that any proposed amendments to existing subsidy guidelines should be backed by proper justification and placed before the competent authority for approval.
During the meeting, departments presented details of their ongoing subsidy schemes, implementation mechanisms and eligibility norms. Officials also discussed proposals for new schemes and measures to improve the effectiveness, transparency and outreach of subsidy programmes under LAHDC Kargil.
The meeting concluded with a commitment from all departments to implement subsidy schemes in line with the revised guidelines to ensure greater public accountability and equitable delivery of government benefits.
