KARGIL, September 21, 2026: The Finance Department, UT Ladakh, today commenced a week-long Training-cum-Orientation Programme for newly appointed Accounts Assistants at the Conference Hall, Baroo. The programme is being conducted simultaneously in Kargil and Leh to familiarise the new entrants with government accounting, budgeting and financial procedures.
Addressing the inaugural session, Joint Director Finance Iftikhar Hussain welcomed the newly appointed Accounts Assistants and highlighted the crucial role of the Finance Department in the functioning of the Administration. He stressed that delays in financial processes can affect the functioning of the entire system, making accuracy, efficiency and timely disposal of financial matters essential.
He urged the newly appointed officials to perform their duties with integrity, dedication and professionalism, while strictly adhering to prescribed financial rules and procedures.
Sajad Hussain, Chief Accounts Officer, Kargil, briefed the participants about their responsibilities and the importance of their role in government functioning. He expressed confidence that the orientation would help the new employees gain the necessary understanding before assuming their responsibilities in their respective offices.
Following the inaugural session, Mohd Ibrahim, Accounts Officer, conducted four detailed sessions covering the fundamentals of government accounting, budgeting and day-to-day financial procedures.
The training covered key areas including Government Accounting, Revenue and Capital Accounts, Charged and Voted Expenditure, the six-tier classification of government accounts, and the Consolidated Fund, Contingency Fund and Public Account of India.
Participants were also familiarised with the Budget Cycle, Budget Estimates and Revised Estimates, Demand for Grants, Appropriation Act, Re-appropriation, Supplementary Grants and Surrender of Savings, besides Finance Accounts and Appropriation Accounts.
Practical aspects of financial management were also discussed, including budgetary control, expenditure sanctions, bill preparation, payment procedures and appropriate accounting heads, along with basic Exchequer Control under the General Financial Rules (GFR), 2017.
The programme further covered different government bills, including Pay Bills, TA Bills, LTC Bills, Medical Reimbursement Bills, Contingent Bills and GPF/NPS Bills.
The week-long orientation aims to provide the newly appointed Accounts Assistants with the technical knowledge and practical understanding required to efficiently manage government accounting, budgeting and financial responsibilities in their respective offices.
