Leh: The Advisor UT Ladakh, Umang Narula chaired a meeting of the Administrative Secretaries to review the progress of various administrative matters and developmental works.
Various issues were discussed, including the release of funds by the departments; status of utilization certificates under Centrally Sponsored schemes and action plans for the current year; monitoring and third-party evaluation of projects; identification of deliverables for each department by every Administrative Secretary; follow up action on issues discussed in Chief Secretaries Conference, especially on Agriculture, National Education Policy, and Urban Development sectors; status of Gati Shakti; onboarding on IGOT Karamyogi digital platform, and preparations for Har Ghar Tiranga.
Advisor Umang Narula shared the deliberations including action points which had emerged at the recently held Chief Secretaries Conference presided by the Hon’ble Prime Minister in Dharamshala. He emphasized the importance of the PM Gati Shakti scheme which aims to leverage technology extensively including spatial planning tools with ISRO (Indian Space Research Organisation) imagery developed by BiSAG-N (Bhaskaracharya National Institute for Space Applications and Geoinformatics).
Advisor Narula urged all the departments of the Ladakh Administration to utilize the decision-making tools available under Gati Shakti as this would help increase coordination between the different departments for activities like laying of underground cables, construction of roads, bridges, setting up of mobile towers, etc, and will lead to holistic planning for stakeholders of infrastructure projects.
A list of suggested layers to be uploaded on the software-based geospatial data was also discussed including, land revenue records, forests, ASI sites, Wildlife, Canal, Tourism sites, roads, eco-sensitive zones, water resources, among others.
The Principal Secretary, Revenue and Planning, Dr. Pawan Kotwal apprised the meeting about the training programme of officers from the Ladakh Administration at the BiSAG-N, Ahmedabad in the areas of software development, remote sensing applications, Geo-informatics system, etc. in the upcoming month.
A detailed discussion also took place on Mission Karmayogi- a national programme for civil services capacity building. The programme aims at “Comprehensive reform of the Capacity Building apparatus at the individual, institutional and process levels for efficient public service delivery.”
In the meeting, it was shared that the Ladakh police is already receiving training under Mission Karmayogi. Advisor Narula directed the Administrative Secretaries for identification of officers in their respective departments for training so that they become master trainers. He also directed them to make a capacity-building training calendar for their departments to work out the training needs for every category of government employees. Every department should have a team dedicated to capacity building, he added.
Further, Advisor Narula asked each department to create a knowledge and resource repository to store information regarding the department at a single location for easy access and improving efficiency. This would build institutional memory in every department, he added.
Detailed discussions also took place on the preparations for ‘Har Ghar Tiranga’. It was decided that school and college students, panchayats, individuals, etc should be motivated to actively contribute and participate in the week-long festivities. Further, iconic and important sites should be identified for the hoisting of the Tri-colour.
