Leh, August 17: In a significant step towards paperless and transparent government financial management, a two-day training programme on the introduction of the e-Bill System under the Public Financial Management System (PFMS) commenced in Leh.
The programme has been organised by the Finance Department, UT Ladakh, in collaboration with the Controller General of Accounts (CGA), Ministry of Finance, for Drawing and Disbursing Officers (DDOs) and dealing hands of Leh district.
Senior Finance Department officials, Chief Controlling Drawing and Disbursing Officers (CCDDOs), DDOs and dealing assistants from various departments participated in the training.
The programme aims to familiarise officials with the new digital e-Bill System and prepare departments for the transition from conventional processes to a paperless, digitally driven claims-processing mechanism.
During the sessions, officials were trained in processing claims digitally through PFMS and operating different components of the new system. The e-Bill mechanism is designed to reduce human intervention, enable real-time payments and strengthen payment tracking, making government financial transactions faster, more transparent and accountable.
Experts from the Controller General of Accounts conducted detailed sessions on various modules, including the General Provident Fund (GPF) module, combining theoretical training with live demonstrations.
The initiative is part of the Ladakh Finance Department’s efforts to accelerate digital financial management and strengthen efficiency, transparency and accountability in government payment processes across the Union Territory.
