Kargil, November 20, 2025:
The Rural Development Department (RDD) Kargil today held a district-level workshop on the Panchayat Advancement Index (PAI) under the Rashtriya Gram Swaraj Abhiyan (RGSA) at the Conference Hall, Baroo, to strengthen evidence-based grassroots governance.
The event was chaired by Executive Councillor (RDD) Er. Punchok Tashi, with ADC Kargil, Imteeaz Kacho (JKAS), and ACD Kargil, Shafiq Ahmed (JKAS) attending as senior dignitaries. The programme was organised under the leadership of the Secretary, Rural Development Department, UT Ladakh, and the guidance of the Director, RDD.
In her welcome remarks, DPO Kargil, Raziya Khatoon (JKAS), described PAI as a “performance report card” of Panchayats, designed to promote better planning, service delivery, and governance. She emphasised the need for stronger departmental convergence to improve Panchayat outcomes. Dr. Irfan Shafi, Master Trainer, provided an overview of the RGSA scheme and the PAI framework.
Addressing the workshop, Executive Councillor Er. Punchok Tashi praised the work of BDOs and VLWs and urged that flagship schemes be tailored to Ladakh’s unique geographic realities to ensure impactful results.
ADC Imteeaz Kacho highlighted the importance of accurate data, timely reporting, and coordinated departmental action, noting that the PAI helps pinpoint areas needing urgent intervention. He underscored the need for community participation and a results-oriented approach.
Speaking on Ladakh’s inherent strengths, ACD Mohd. Shafeeq noted the region’s natural advantages—minimal pollution, low population density, fewer diseases, and rich resources—placing it “far ahead of many districts nationwide.” He stressed that sustainable development depends on public cooperation and a positive shift in mindset.
