Kargil, Oct 27, 2025: In a landmark move aimed at bridging the development gap in remote areas, the Chairman and Chief Executive Councillor (CEC), LAHDC Kargil, Dr. Mohd Jaffer Akhoon, and Deputy Commissioner Rakesh Kumar, along with Executive Councillor Er Ponchuk Tashi, conducted an extensive tour of Barsoo Block — becoming the first-ever top officials to visit the isolated Itchu village.
The team, accompanied by senior officers and Barsoo Councillor Sheikh Ansari, trekked nearly 10 to 15 kilometers to reach Itchu, a village with no road or communication links. The visit marked a significant moment for the locals, who welcomed the officials with high hopes for long-awaited development.
Villagers raised key issues including restoration of the irrigation canal, school infrastructure, water supply, greenhouse construction, compensation for rain-damaged houses, and shortage of teachers. Responding to their concerns, Dr. Akhoon announced that every household in Itchu will be provided with a greenhouse to promote sustainable livelihoods. The DC assured that local youth will receive electrician and plumbing training to serve the community on an honorarium basis.
The CEC, DC, and their team also toured Bartoo, Taiket, Khandi, Humburtik, Thela, and Shargandi villages, where they interacted with residents, received public memorandums, and directed officers for immediate action on pending works.
Speaking during the tour, Dr. Akhoon emphasized that the purpose of the visit was to personally assess challenges faced by remote communities and find on-the-spot solutions. He directed officials to prepare Detailed Project Reports (DPRs) for the demands raised and ensure timely execution.
Reiterating LAHDC Kargil’s commitment to inclusive growth, Dr. Akhoon said the administration aims to ensure that “no village, no matter how remote, is left behind in the journey of development.”
The high-level delegation included senior engineers and officers from R&B, PMGSY, PHE, I&FC, KREDA, TDA, Agriculture, Forest, Health, and other departments.
