Ever since the formation of the union territory, the Centre and the Ladakh governments have made sustained efforts to create a transparent, accountable and people-centric administration in the region. While Centre effected a five-fold increase in the budget allocation to Ladakh to enable the new UT to grow, the UT administration has ensured that it does its best. The Ladakh integrated Financial Management System (LIFMS) was implemented for paperless budgeting for effective monitoring, budget planning and expenditure audit. Intensive and extensive capacity building and skills upgradation of manpower have been taken up for efficient governance.
The UT administration has presented itself as a model of administrative excellence in successful national governance initiatives, including digital governance, citizen-centric grievance redressal and digital interventions in the implementation of welfare programmes, leading to improved public service delivery by e-governance, and an accountable, transparent and citizen-friendly effective administration.
Financial services have expanded in Ladakh post formation of UT with banking services reaching remotest villages. Combined with the e-banking system and other online services offered on e-seva portal like birth and death registration, scholarships, pensions, driving license, effort has been made to make the life of citizens easier through digital services. To streamline the land ownership, digitisation of land records has been undertaken which will transform the life of ordinary citizens in Ladakh.
Policing has been made responsive with establishment of Emergency Response Support System 112. Cyber-crime unit has been set up with a state-of–the-art Cyber Lab having cyber forensic capabilities. Dedicated wing of Anti-Narcotics and illicit liquor Crime detection and Investigation teams set up.
Some of the major milestones in New Ladakh’s 3-year-long journey include:
- Budget for Ladakh increased from 1135.56 crore in 2018-19 to 5958 crore in 2022-23
- Budget devolution to LAHDCs, Block Councils & Panchayats, thus empowering the grassroots democracy
- Ladakh Integrated Financial Management System (LIFMS) implemented from 1st April, 2022
- From no online citizen service in 2019, the administration has now made 28 services online.
- One Nation One Ration Card made functional with toll free no 14445
- A number of e-Governance and digital initiatives in administration including Biometric Attendance, e-Office, e-Gazette etc to make the administration more effective and responsive.
- 1,39,306 e-files moved since e-Office launch in 2020
- Bank branches increased to 113 in 2022 from 74 in 2019
- ATMs increased from 135 in 2019 to 153 in 2022
- Unbanked villages reduced from 113 to 38 in 2022
- Digitisation of land records has started, 129 Property Cards with ULPIN and 32 property cards without ULPIN distributed
- ERSS-112 received 44849 calls till date
- Cyber crime unit set up with toll free number 1930; detected Cyber frauds of more than Rs 26.53 Lakhs and successfully returned the proceeds to the victims
- 17 cases under NDPS Act registered
- Special Duty, Medical, Child, Transport, Remote Locality Allowances granted to employees after becoming UT, besides faster elevation and promotions
